Thanks for your email.
It is too difficult for me to construct what you wish while I’m currently tasking very fluid matters now. In the interim, f you wish to compile the 2 or 3 emails I’ve sent you – like a chronological digest – and publish them in one ( 1 ) report, you have my permission to do-so.
Your email tells me you have a fair-enough grasp on understanding what all I conveyed to you since day one. Very astute on your part to publish the disclaimer, which is fine by me.
I have provided all the information background, within those few recent emails, and privately shared with you an Attachment ( the Allied … letter ) as the ‘nugget of proof’ that The Legacy Foundation ‘business files’ were personally verified by me in-person as being indeed intact; as well as the legacy asset financial instrument files, both of which the U.S. government are set to take possession-of on or before the end of February – for the $2 million price requested by the ‘legal holder heir of all those document files’.
This is an ongoing operation. I only asked you ‘not publish the Attachment’, and ‘do publish my 3 emails’, which you have my permission to edit all 3 as you deem necessary, Kerry, so that Digest of information may be released publicly ASAP.
I am the only living soul who could verify all those files and arranged facilitating transfer of all the documents for the government who’s paying the heir holder and not paying me nor is the holder of the files paying me either because of ‘my reasons for my own security so I’m not killed or imprisoned although I may be anyway.
My ‘callout’ to Camelot was for help so I could release what I have and be gifted through donations to just stay alive for a little while longer is all.

The owner of the files passed-away leaving all his belongings to his
wife and son both of whom granted me exclusive permission to review
and copy all the files I felt were highly important and to use all the
copies as my own for doing what I felt best to publicly release.
Hence, there then is the ‘chain of title’, and both the deceased
owner’s wife and son were and still are that I have performed the
necessary research and report publicly all that I have designated
releaseable and non-releaseable.
Too, they ( the 2 heirs as aforesaid ) both know I am a key critical
party in arranging for the exchange of ‘their current legally held
documents’ earmarked for transference by the son to a certain team of
both U.S. government officials and private consultants ( of whom both
I and my Washington D.C. contact are only 2 of several private
professionals knowing what we know ), whom will be escorted and under
the protection of U.S. military security personnel within the next
2-weeks.
And finally, both the heirs and U.S. government officials are aware-of
research reports I have been publicly releasing purposefully and
publicly on the internet surrounding the Howard Hughes Depository (
property building vaults ) files and those associated therewith since
2004 via independent online media outlets all the way up to and
including Project Camelot Productions LLC and you through February 12,
2020 ( to-date ).
I have always cautiously released information without ever
jeopardizing U.S. government classified information as is being
performed by me within my reports.
I would never place you or Project Camelot in harms way nor have I
ever. Hence, ‘my permission-granted exclusive information document
copies belong to me’ and are earmarked for eventual and exclusive
publishing by you.

The following information answers ‘legal entitlement to the Howard
Hughes Depository possession of original files held by the owners and
‘the limited portion of permitted copies thereof granted unto me
exclusively thereto’. It is important to note that ‘I do not hold
copies of all the files’, and ‘I have never posessed any original
files thereof’.
Important to note that although I have copies of hundreds of pages of
files, mostly the legacy business financial asset instruments and
some of its business ventures and business operation activity files,
‘I do not have copies of everything out-of the files that were within
the Howard Hughes Depository’.
Attached hereto ( SEE ATTACHMENT – 1 ) is ‘my recently obtained image
document color copy only’ of the ‘actual signed original letter’ I was
granted permission to hold in my hands to view and copy; the day
before yesterday’ ( ).
That aforementioned letter, saw names mentioned ( ‘in addition to
others not named withinin the U.S. Congressional Record Note’ ), the
following names that ‘were indeed mentioned in the U.S. Congressional
Record serialized Note’, as follows:
– ‘Richard Cayce’;
– ‘The Legacy Foundation’; and,
– American Christian Foundation’.
The aforementioned three ( 3 ) names, named thereon the ‘Allied …’
company letter, were located wihin a cornucopia of many-many other
files once held within the ‘Howard Hughes Depository Commissar /
Gatekeeper’; a mormon family man, who was shot and killed on January
1, 2003 in his home at Henderson, Nevada , and ‘his business ( The
Legacy Foundation’ and ‘other business files of his plus The Legacy
Foundation contents legally passed to his surviving wife and son whose
family’s ranch where I later visited in 201e, 2014, and as recently as
February of 2020 was asked to review the contents thereof awhen ‘I was
granted permission to copy and hold only a portion of copies of those
original business files’.

According to George Locke, Cayce was attempting to enlist Roger
Clinton’s support for an entity called The Legacy Foundation.

The Legacy Foundation claimed to be a charitable organization selling
tax-exempt charitable bonds. Id.
Cayce and others involved in The Legacy Foundation wanted to use the
Clinton name to help sell the charitable bonds. Id.
After the Securities and Exchange Commission launched an
investigation, The Legacy Foundation halted its plans to issue the
bonds.
Cayce was trying to enlist Clinton, Morton, and Locke’s support for
The Legacy Foundation during the same time as Lincecum was trying to
obtain his pardon. However, Morton and Locke have claimed that all of
the money exchanged between Cayce, Lincecum, and CLM related to The
Legacy Foundation, not any attempt to sell pardons.

Clinton for meeting with Cayce and Lincecum, not any payment for a

Cayce made the requested arrangements and met with Clinton, Locke,
Morton, and Lincecum in a Dallas hotel in approximately August

Lincecum and another $100,000 from Richard Cayce. However, they deny
that the money had any connection to an effort to obtain a
presidential pardon for Garland Lincecum.\607\
Rather, they claim that Cayce and Lincecum paid the $300,000 to CLM as
“appearance fees” charged to them by Roger Clinton.
Morton and Locke claim that Cayce and Lincecum paid this money to CLM
because they wanted Clinton’s support for the plan to sell tax-exempt

When Locke contacted Roger Clinton about Cayce and The Legacy
Foundation, Roger agreed to meet with Cayce only if they paid him such
an appearance fee.\617\
Morton then arranged the meeting with Cayce, sending the coded letter
referring to the number of “cookies” required to meet with Roger
Clinton.\618\ In his interview with Committee staff, Locke
acknowledged meeting Cayce, Morton, and Roger Clinton in Dallas in
August 1998.\619\
Locke claimed that, at this meeting, Cayce discussed two main topics:
the plan to have Clinton endorse The Legacy Foundation and Cayce’s
desire to obtain a U.S. Diplomatic Passport.\620\
The proffer from Morton and Locke is similar to Locke’s account in the
interview but provides more detail.
The proffer claims that Cayce met with Morton and Locke on August 12,
1998, and provided them with $30,000 in cash.\621\ Morton and Locke
then met with Roger Clinton and divided the cash between them, with
Roger receiving $18,000, Locke receiving $5,000, and Morton receiving
$7,000.\622\
Also according to the proffer, on August 13, Cayce met with Clinton,
Morton, and Locke, and Cayce discussed his desire to have Clinton’s
support for The Legacy Foundation.
The proffer also states that Cayce asked about the possibility of
obtaining a diplomatic passport through Roger Clinton.
The proffer also claims that Cayce inquired whether Clinton could
obtain pardons for two individuals, and while Morton and Locke do not
recall whom Cayce mentioned, they are certain that it was not
Lincecum.\623\
Locke and Morton maintain that the additional $70,000 wired to CLM by
the MM Foundation on August 19 represented the completion of the
$100,000 appearance fee charged to Cayce by Clinton, Locke, and Morton
for the August 12 meeting.

Locke and Morton claim that in September and October 1998, they had
two meetings with Cayce in Las Vegas regarding the Legacy
Foundation.\624\ Roger Clinton came with Morton and Locke to each of
these meetings, and accordingly, Cayce was charged $100,000 for each
meeting.\625\
However, Cayce did not pay, and after the second meeting, Morton and
Locke claim that they refused to provide Roger Clinton for any more
meetings with Cayce until they had paid $200,000 for the previous two
meetings.\626\ Morton and Locke claim that they then met with Cayce
and Garland Lincecum.
They claim that Lincecum provided them with a check for $600,000 and
told them that the check would be good in two weeks.\627\
Cayce informed Morton and Locke that the additional $400,000
represented an “investment” in CLM.\628\
Morton and Locke claim that Cayce and Lincecum never made good on the
$600,000 check.\629\

In their proffer, Morton and Locke state that in November 1998, CLM
received a check from Lincecum for $100,000.\630\ Then, in December,
CLM received another check from Lincecum.
With these two checks, Morton and Locke believed that Cayce and
Lincecum had paid for the two meetings Cayce had with Roger Clinton in
Las Vegas.\631\
Morton and Locke acknowledge that they divided this money with Roger
Clinton, providing him with more than $25,000 of the $200,000 they
received.\632\

contradicts the proffer provided by his lawyer. Id.

According to Locke, he thought the money had come from Richard Cayce,
not from Garland Lincecum’s brother and mother.

With two exceptions, Morton and Locke deny that they ever discussed
pardons with Richard Cayce, Garland Lincecum, or Guy Lincecum. The
first time they did discuss pardons was at the first meeting between
Cayce, Morton, Locke, and Clinton when Cayce asked whether they could
help him obtain pardons for two friends

Arrow, Oklahoma, to discuss their business dealings

with the United States government. The Legacy Foundation was operating
covertly with the United States Government, but soon its activities
would become public, thus it would be an excellent time to get [ Roger
] Clinton and [ Dickey ] Morton [ a ‘money dispersal agent’ of DELTA

This concludes my UPI Confidential report to Project Camelot through
you, Kerry,, and as you know from your call to me earlier this morning
I advised you that any public disclosure on what I spoke to you and
especially the ATTACHMENT ( herein ) would jeopardize an ongoing U.S.
government operation however, the ‘three ( 3 ) itemized names’ and the
‘U.S. Congressional Record serialized Note’ – by themselves – do not
alone ( all by themselves ) jeopardine any U.S. government operation
whatsoever so, DO NOT publicly release the image document copy of the
letter.
My recent mission, a few days ago, in Nevada was to determine whether
or not the Howard Hughes Depository files were additionally linked to
the data set forth within the aforementioned U.S. Congressional Record
serial number Note ( voluminous pages therein ), and I can now say
that there ‘is indeed that political sensitive nature therein’ so, my
third ( 3rd ) exploratory visit to the remote ranch in Nevada near
Area 51 was a success however, ‘other missioning is ongoing’, which I
am not at liberty to reveal publicly.
